Generally, power conditioners are a solution in search of a problem. There are a few situations where they can help but those are rare in the average home. Well made audio and video components already have circuitry to reject any noise from the AC line. They can also handle normal variances in voltage levels.
If you have some sort of lighting with a ballast that puts a lot of noise on your line, that would be the time to try one.
