Sentences, please.

Why did you get that particular HTIB system if it doesn't hook up to your tv?

Scart was never any good. It was another ghastly construct of the EU among many. It is now obsolete and useless. There is no solution to your problem That LG DVD amp needs a one way trip to the recycling center. Your story is just another good reason for Brexit. Go Boris!

It fell into my lap so was wondering if there was a way to hook it up by hdmi arc. I have seen receivers with component input that out to hdmi arc just wondering if somthing that would work

It should have fallen off your lap. That HTIB only has outputs and no inputs. So yes, you bought a brick.

HDMI is not convertible and is packed with DRM and needs two way communication to make hand shakes.

You need an AV receiver and proper speakers, not toys.

I can't find a manual for that. I don't think it changes anything. If it has SCART then it is useless.

By the way HTIB systems are junk universally and can not be recommended.

The unit appears to have a L/R AUDIO INPUT on the back of it. This is diagrammed, I believe, in the manual on page 5.

The two problems you will have.

1. You will be feeding standard stereo audio into this cheap, outdated receiver. This means that playing audio through the 5 speakers will be, at best, a version of fake surround or 5-channel stereo. It won't be surround sound. That said, it could very well be a huge improvement over the audio which comes out of your TV's speakers.

2. You don't actually HAVE analog Left/Right audio connections on ANY modern devices. They've basically gone the way of the dodo. So, you will need to look at what audio connections you do have. The two most common types of audio outputs are optical digital audio on some devices, and very often on the back of televisions they will have a digital optical audio connection. As well, HDMI carries audio.

The easiest way to get audio from the current source playing on your TV into that system is to use a optical to RCA converter. These digital to analog converters (DACs) can be picked up these days for under $20 on Amazon.

Add a optical audio cable for another $5 or so.

and a pair of RCA cables...

So, it's about $30 or so to get you out of your TV and into the receiver doing it this way.

The other option is to convert from HDMI to analog audio BEFORE the TV. They make HDMI switchers which will extract the audio from the HDMI cable and pass the video on to the TV.

This one also claims to support ARC so if you plug into the ARC connection on your TV you should be able to get audio out of the TV. Read the reviews.

You may need a 1/8" (3.5mm) to RCA adapter to go from the HDMI switcher into the receiver's L/R Audio Inputs.

As has been mentioned, this isn't the best path in the world to walk down, but anyone saying you "can't" do it is not correct. You can do it, and it may be better than what your TV delivers. Perhaps by a long shot.

Of added note, I looked up the connectivity of your television. On the specifications it does indicate that your TV has a optical audio output. So, that's definitely a good way to go to get audio out of the TV and into your home theater kit.
