Passive radiator newbie Question

Is a passive radiator just a subwoofer that you have to add parts too or what exactly is it?

A passive radiator is simply a subwoofer without the motor structure, voice coil or former. Basically, a passive radiatior consists of the cone ( which is sometimes weighted with additional mass, for tuning) and suspension components. It acts like a port. Yet, it allows for much lower tuning with little to no "port noise" possible. It can also allow for somewhat smaller enclosures as port displacement no longer is much of a factor.
