It's not a particularly low wattage amp for its price class. Its just that many other subwoofers state wattage in "peak" without declaring that. Let's say the driver is 85 dB sensitive for 1 watt/1 meter, which wouldn't be unusual for a budget 10". Theoretically that adds up to 100 dB at max power for 45 watts. That is plenty loud enough for a lot of people. Maybe if we are lucky I can get my hands on one for review next year, so we can see what an entry level subwoofer can do.
