Erodov. They seem to have some worthwhile opinions over there. I recommend registering there and posting a new thread. Be sure to let them know whether your budget is just for 2.1 speakers, or if you will also need a receiver or amplifier.
Having said that,
this Swans 2.1 combo looks pretty promising. There won't be much of anything left for a TV stand, but you can really repurpose a bookshelf or anything for that, and buy a dedicated TV stand later if desired. With a limited budget, you'll be better off in the long run to squeeze as much of it into the audio system's performance as you can, then make it pretty later.
