I just got some Velodyne DF-661 and I am very happy with them. I heard you can place a 10uF polypropylene capacitor in parallel over the electrolytic in the crossover and greatly increase the dynamics. What does this mean and how do I go about doing this? Is this the part Im looking for?:

Yes, that part is a 10 µF polypropylene cap, but what you should do with it is not clear. If two caps are wired in parallel to each other, they act as one larger cap whose value is the sum of the two smaller caps. If you add 10 µF to an existing cap in a crossover, you will change the filter, perhaps significantly. I don't recommend doing that.
Before doing anything, you need to find a schematic diagram or a good photo of the crossover in your speakers. What is the value of that cap? It should be printed on its side.
If that cap is an electrolytic cap, and if it is more than 20 years old, it might have dried out enough to be out of spec. If so, you could replace it with another cap of the same value.
But if, as you said above, that you are "very happy" with your new speakers maybe you shouldn't fix what isn't broken
