Need a Starter Receiver

I have a Samsung 61in DLP and need a good A/V Receiver I have Polk Speakers - Is the pioneer VSX 816 S any Good or should I go with a Onkyo or a Yamaha - The Pioneer is the most feature filled receiver I have found for my budget ($300)

If it has the features you want at the price you are willing to pay, then yes, it is good.
In that price range pretty much anything from Pioneer, Denon, Yamaha, and HK will be comparable.

Are there any particular features you are looking for? If not, then you need to find some local dealers and do some experimenting with sound. For $300 dollars you should be able to find a decent 2.1 or a mid/low level a/v. There are many posts on this forum that will give you many different suggestions about receivers.

If you are planning on this being a "short term" piece of equipment than any of the yamaha's, Onkyo's, and Pioneer's in that price range with features you are seeking should tide you over. However, if you are looking for a decent receiver that is up to date with the latest technologies, than you are going to have to up your budget at least a little bit. Personaly, I have never owned a Pioneer, but some people seem to really enjoy them. Check out the forum for past posts.

You would do extremely well by trying the new Panasonic SA XR57 DIGITAL receiver. It has just about all the features you could ask for including HDMI connections to your new set, is small, light, and runs cool as a cucumber.

I bought an XR55 at Christmas just out of curiosity to see what all the hype about digital receivers was about. I made a direct side by side comparison to my Yamaha RX V1400 receiver (which I have owned for 2 years) and couldn't tell any difference whatsoever in audio quality.
