Seems silly for other states to push their own legislation since the manufacturers will sell the energy efficient models in all 50 states so they don't have to worry about distributing only select models and to gain economies of scale in manufacturing. But then, to seem like you are a green legislator and to keep your job, you gotta do something that looks good for your next campaign. So much for common sense.
