??? In terms of the interface (which certainly does support HD monitor resolutions) or the software?

I'm not aware of any lack of HD support with Meedio that is covered by anyone else (including Mwindows XP ME).

That's really up to the hardware, not Meedio. Most HTPC manufacturers are avoiding HD-DVR functionality like the plague due to hardware issues and programming guide difficulties. I think that once HD is more mainstream this will rapidly change.

Does this mean if I have an OTA HD tuner card I would be able to record in HD w/ Meedio.

Well, after looking at it I think the TV portion of Meedio is still being worked on (it's apparently in beta.) Information on ATSC support is a bit thin.
