I have a space under a fireplace that can fint an active subwoofer that is no more than 9" high. Does anyone have any suggestions?

Small subs

What is the frequency response of your mains?
The 6" driver in some of those subs won't play any lower than a good pair of bookshelf speakers. Full range mains without a sub might be a good option for your room.

One or two of these on their side just might work for your application:

Email av123 and ask how it would perform in that orientation.

MTX makes one called the "Lolita" that is only 7" tall, designed to fit under a couch. It is only an 8" 100w sub though, so you might need two of them. $199 from Parts Express.

When having to meet certain space contraints, the DIY route is usually best. That is of course if you are up to the task. With a 9" height limitation you would want to look at a woofer with a somewhat low profile. The actual enclosure height will probably be around 7-1/2" allowing 1-1/2" for the woofer and feet (for enclosure). You are going to need a woofer with a mounting depth of no more than 6".

The Dayton Titanic MKIII 10" comes to mind as a good choice. $149.00
A pair of these sealed with 800-1000 watts and the Behinger eq/crossover unit would be a sweet set up.

The Dayton Quattro 12" can also fit the bill. $75.50

What are the other dimensions must the unit have to fit accordingly?

There's alot of car audio driver designed for this purpose. Earthquake and Pioneer come to mind. Look into those as well.

How big is the space that the sub will sit in? How about an infinite baffle setup where you basically build a custom sub into the space?
