That's a very tight budget for a 30" screen. I would check out the selection at Wal-Mart, yes, Wal-Mart. They actually have a decent selection of budget LCD's in your price/size range. Don't be scared off by your first glance. They are most likely setup terribly with a low grade HD (or SD) signal feeding them and they are nearly garanteed not to be properly calibrated (brightness way too high, color to low, etc.).
Messing with the picture controls on those Ilo, Polaroid, and Sanyo LCD's yields very good looking pictures with very decent black levels.
