The TV signal comes in through a PVR connected to the TV by HDMI. Will I get soundbar and TV sound at the same time?

Dunno. Some TV's mute the speakers when a headphone is plugged in and some don't. For those that don't, you will need to turn off the TV's internal speakers. You need to check your TV's owners manual for how to do that.
