phono inputs are very specific inputs and can you generally can not use another input as a subsitute.
There are separate phone preamps that could be used, that would allow a low cost receiver to be used with your turntable (through one of the basic analog inputs).
Many midrange receivers ($600 and up) will have a phono stage (input). I am not aware of any low cost receiver with a phono input, though there may be such a unit on the markte.
Most of the multi channel receivers would do well as a stereo receiver.
