Having read the ACD article by Gene, I totally see what he's saying.

What I didn't get out of the article was how amps are actually rated?

Does Yamaha simply drive the L/R channels into an 8ohm dummy load to get their numbers?

There are a number of different measurement standards: FTC (US), DIN, and EIJA (Japan). They usually list all of them. If you google for those acronyms you can find more details on what each type of testing requires.
