Nope. I've seen large differences reported in the total value of frozen assets - $24 billion to $100 billion. Regardless, it's separate from the $300 billion investment fund. This deal is inherently better for Iran and much better than Obama's. Iran maintains control of the Strait, primary economic sanctions which were imposed directly by the POTUS and not congress lifted, and Iran is allowed to join the Western world in economic trade.
