Going nuts trying to narrow down an A/V Receiver that will provide 18 Gbps. I find nothing that relates to this on popular brands.

If the receiver says that it supports 4K video with HDR formats and claims HDMI 2.0 input support, then it is most likely rated for 18Gb/s video. Most receivers from Pioneer, Denon, Marantz, Yamaha, Sony, etc. currently support 18Gb/s HDMI connectivity to my knowledge.

If you have a specific product you are looking at, you should ask.

Sound bars and cheaper products very well may not include HDMI connectivity and you would need to contact the manufacturer for details, or just go to a decent manufacturer.
