You're not going to get loud or accurate bass from a 2.1 system in that price range unless you can find a good discount on new or used gear. Okay, an outstanding discount. Based on the shape and dimensions of that Cyber Acoustics bass module, I think it's like the one that I used for years. There really wasn't much bass at all.
If you're going to be mixing on your computer, you may want to consider a set of headphones or earbuds. While you won't feel the bass with those anywhere except for your head, you will definitely hear it better than you would with a 2.1 speaker system at the same cost. I don't know the best buys out there in the $40-$50 range, but someone else here sure might.
You also need to think about how good your source is. If it's a laptop or PC with a built-in soundcard, you may eventually want to move up to a dedicated soundcard. That's true for speaker systems and headphones. Sensitive headphones/earbuds will really accentuate a bad headphone jack.
