Your TV doesn't accept a 4K/120hz signal, as that's well beyond the bandwidth which HDMI 2.0 supports. Your TV likely doesn't even have a HDMI 2.1 input, per-se. It is more likely that the input is called HDMI 2.1 because it supports eARC, which is nice.
If you have a source which can deliver a acceptable 120hz source to the TV, and the TV actually can accept it, then I would imagine that the source is 1080p/120hz, which some PCs can spit out. If so, then I would hook it up directly to the TV and use eARC if the receiver really can't support it.
You will want a receiver which also supports eARC.
From my brief reading, the LG C9 series does NOT accept a 120hz signal. It only can convert 60hz signals to 120hz internally. This is the most common practice in the industry and why I wasn't sure about things. So, you can feed the display 24hz or 60hz and it can convert it to 120hz. But, you can't actually feed it 120hz according to what I read.
