I have 2020 Samsung q950TS and Denon x8500H(A) [now since upgraded].
Whenever I set the TV's eARC mode to auto, everything defaults to plain dolby. When it set it to off, but set the submenu to eARC on, then most streaming is DD+, although a few Amazon titles provide Atmos.
Is this a problem with the Samsung TV since it cannot recognize that the receiver is capable of eARC? There was no change in this with the HDMI 2.1 upgrade. In particular HBO Max says that it always provides the "best" that your equipment can do, but never gives Atmos. Disney+ appears to be the only app that provides HDR10, but it also does not give Atmos.
Very frustrated.

Check with Samsung about the audio and video codecs available from each app. Support for HDR and Atmos in apps is not the same across all platforms. All streaming service DD+/atmos tracks can be had over ARC if supported by the app. One needs eARC only for lossless audio coming from an external device connected directly to the TV in order to get lossless audio to the receiver and to avoid having to use HDMI-CEC for ARC. Not sure if things have changed with their TVs, but some would default to DD when using apps and one needed to switch to DD+ for atmos playback each time.

When someone like HBO Max claims they support it, it does not mean on every device. More specifically, the apps on TVs are usually the worst and will almost never have full audio codec support.

In my experience YouTube tv apps usually have the best support for video/audio features but for other apps like Netflix and such usually you’ll get better results off an Apple TV, shield tv or some other device.
I personally don’t use smart tv apps ever but just because i prefer to use a third party box that has more universal features.
