Denon AVR-X2600H- Can't Play DLNA Audio Unless TV On (Arc enabled)

I have a TCL 6 series TV I just bought. I have it set up so it's connected to the Denon solely thru a single ultra high speed HDMI via the eARC port.

I can listen to Heos and BubbleUPnP, but I'm unable to do so when the TV is off. Are there any settings in the AVR I'm not seeing that would allow for this?

If your only source is the tv, why would it work when the tv is powered off? Maybe if the tv had some sort of enabling standby mode, but don't think that is a usual thing (could be if they keep trying to get to the point where the tv is a useful central point like an avr)
