Delayed duplicate sound problem

I could use some help figuring this problem out.
System setup:
AV Receiver; Pioneer VSX 821K (bought used), Samsung 40" UN40KU6290FXZA, Samsung Bluray player, Polk Monitor 40 Series2 bookshelfs on stands as front L/R (also bought used) about 4 feet apart, Polk Center Channel.
Wiring: 14G speaker wire double checked polarity, Digital Optical out from TV to AV digital input 1, HDMI out form AV to HDMI ARC on TV, HDMI out from bluray to BD input AV receiver, Wifi connectivity for TV and Bluray
Issue: When streaming certain services, i.e. Netflix, Hulu, Amazon Prime, using TV as source ( I don't have cable/sat) the voices are heard from the center channel in sync with video, but 0.5- 1.0 seconds later, a duplicate voice many decibels lower (slightly louder than a whisper) is being heard through the L/R speakers. Interesting that this does NOT happen with YouTube TV or Disney Plus seemingly. The delay duplication is only voices, not background music. The delay comes through the BD player as source while playing Netflix as well. The delay does not happen when playing a dvd/BD. This only happens on this TV system setup. My other AV system and my computer (both hard wired, no wifi) do not produce this echo.
I know that the HDMI ARC/ Digital optical seems redundant, however I do not get sound with TV as source without the digital optical and I am unsure why ARC doesn't work. I have verified the TV settings as outlined on manufacturers web page. I have tried not using the ARC on TV and using other HDMI ports in toTV and the delay/echo issue persists.
I have also tried using the phase control feature of the AV, also to no avail. I'm at the point of either breaking down my main system AV in the basement and swapping it out to see if it is an amp issue, or just going through with a system overhaul and replacing TV and receiver altogether. It's just annoying enough to rattle my cage when I get a rare opportunity to sit and enjoy some entertainment, that I try to avoid using it altogether although it is the family gathering room.

I suspect the root cause is that your receiver does not have ARC. Really, now you need a receiver and TV that both support eARC which is much better then the old ARC. Since your receiver does not have any audio return channel you can not send audio from your TV to the receiver.
So any audio from your TV to receiver has to be via the optical cable. I don't fully understand where the echo is coming from though. However over the years we have had lots of issues with getting audio out from a TV to a receiver. eARC has improved matters a lot, but we still get reports of people having difficulty.

The only way I know how to stay out of trouble is to only send the picture from a receiver to a TV and send all audio directly to the receiver.
Since having a system with eARC for two years, I do use it for certain apps on the TV. For me it has worked and not been an issue. I count myself as somewhat charmed for that. HDMI is still far from bug free, as far as I can tell from posts on these forums.

On my two other systems with the old ARC I do not use it, as it was a headache.

Hello and welcome. In TV Smart Hub, click on Settings tile> General> External Device Manager> Anynet+(HDMI-CEC) and click on it so it lights up. In the Pioneer, turn on HDMI-CEC and ARC. ARC is not like eARC and will not function without HDMI-CEC turned on in both units.

Check the audio codecs available for your model TV by clicking on Settings tile> Sound> Expert Settings> Digital Output Audio For… if DTS Neo 2:5 is an option, select it and ALL signals will be converted and output in DTS 5.1. If not, select Dolby Digital. If you still have issues, go over to Settings tile and Quick Settings will appear. Look at the Sound Output tile. If it shows TV Speaker, click on it to change it to Receiver(HDMI).

My first thought on the echo is you have your tv speaker still engaged. Follow Treb's setup suggestions....
