Pull the amp and see if there are any touching wires. In my experience with sub amps, the internal fuses blow when they are indeed damaged, the external fuse blows when there is a short somewhere... Try a different power cable... I had a sub that called for a 4 amp fuse but if you really pushed it it would blow, so I put an 8 and it worked until I sold it years later... But your problem sounds different since it is popping them as soon as you put them in...
pull the amp, trace where the power goes after the cable/fuse/switch- it may be as simple as putting some shrink wrap over a wire that melted against something hot or vibration rubbed a bare spot in... if you dont see anything, try putting a good fuse in while the amp is out, turn the lights off {when you are clear from the amp} and then plug the unit in, see where it is flashing behind the amp..
