Best Sub that weighs less than 70 lbs

Since I live overseas shipping weight is restricted some what, and that weight is 70 lbs.

What is the best sub that weighs that or less. I have things shipped via USPS.

I'd suggest that you take a look at the SVS cylinder subs in the performance-per-pound category. I have a PC13-Ultra and love it, but that's a little over your weight limit. The PC12-Plus weighs 60 pounds and might have a total shipping weight that will satisfy your limit.

How does that one sound compared to one that is in a box? I'm assuming it should sound the same, as hit hard.

I can't say if the PC12-Plus sounds like the box version because I haven't heard both of them. From my reading on their website years ago, they mentioned that the cylinder subs would sound like the equivalent box sub, so that's the impression that I have. I don't know if that still holds true, and there are apparently some differences between the cylinder and box Ultras. I'd recommend asking here (like you've done) and e-mailing SVS. They've always been prompt and (IMO) honest when I've asked them questions.

Have you considered ordering an SVS from a distributor closer to your location. The SVS dealer in the Phillipines might be able to offer you a deal and shipping might be more reasonable considering it's not going half-way around the world.

My svs pc12-nsd should be coming in the mail today it weighs 59lbs extends below 20hz and has very high SPL. To answer your cyclinder vs box question

from what i see the boxes get tuned 1-2hz lower, and when they both get tuned below 20hz, you cant hear the difference anyway. They are for all intents and purposes identical in performance.

I prefer box subs myself, but in a limited floorspace situation a cylinder might do the trick. SVS is one of the best at this.
