Out of all the small bookshelfs I have heard the most impressive were the PSB Imagine mini's, they have a lot of bm suppliers so you can most likely listen to them locally without too much hassle... I can tell you first hand they are impressive, my brother has them set up with the a pair of parasound mini z amps and they sound fantastic, he has a pair of REL mini subs {z1 maybe?} and you would NOT belive the sound that comes out of this tiny system he has in his dining room, its amazing..
I have heard them in theater setups and they are leaps and bounds better than a lot of highly regarded speakers on the market... You should be able to fin a center and pair of books for around $1000 I know its over budget but I figured worth mentioning... A good small sub should be easy find, lol... I would measure where you want to put it and then start looking around at the largest unit you can get away with...
