AVATAR question from a non computer type

Hello- The bulk of my computer knowledge is e-mail & web surfing but I thought it would be neat to have a little picture/symbol thingy under my name for when I post.
My problem is that I can't seem to get the User CP & EDIT AVATAR function to work for me.
I know its a P.E.B.C.A.C issue but I don't know how to solve it...so I'm writing to ask for help.

Make sure you have the "Use custom avatar" button clicked. The upload the image from your computer by using the "browse" button. Make sure you don't have some sort of firewall that blocks you sending the image.

Make sure to use an image that fits the criteria of "64 by 64 pixels or 19.5 KB". This may require you to resize the image first since most are larger than that.

I checked your settings and saw no reason for you to be blocked on our end.
