I was getting confused until I realized that practically every character in this movie is scamming somebody. A scam artist being coerced into helping a FBI agent who is nearly scamming his boss into arranging a sting (a scam carried out by the law) on politicos who are lying an dishonest....and so on. The acting was excellent, the multiple levels of scams resolved themselves (more or less) at the end and the whole thing was very enjoyable.
