3 Zones on the cheap, want good clean sound, no sub.

My friend said she wanted to have music in three rooms with bookshelf speakers, no sub, and audio only, but maybe 2 zone receiver just in case .

Should I just get a regular receiver, and a Niles speaker selector? Speaker wires will be run through ceiling and walls.

I'm thinking about AV123 xl series for speakers, as we are on a budget here

You can pick up a used amplifier for about 100 on eBay and use impedence matching volume controls or an impedence matching speaker selector.

Then just run your audio into the amplifier, or into a switcher of some sort.

It can all be done for about $200, plus the price of the speakers.
