Right to repair law?

Seriously, I have no life.
If a President's administration doesn't like a law, can they tell carmanufacturers to ignore it?

"Kerry Kolodziej, from assistant chief counsel at the NHTSA "..." Kolodziej argues in the letter that since the law grants open access to a car's telematics—which are used to wirelessly send commands to cars—a "malicious actor here or abroad" could remotely command a car."

Mr. Kolodziej is confused about what Open access means. Open access does NOT mean without any security. Open (in Mass Law) means Open like Open Standard, not Open as no security.
Remote access based on open standards is much better than the current telemetrics system, which does security by obscurity. See how well it worked out for Jeep and VW. The best security mechanism is one you could fully describe to an enemy and still stay secure.

Also, Federal law does take presides over state law. It was defined in a little document called the US Constitution
