A few things first. How is the platter driven? Belt or direct?
If by belt, take it off and see if the motor turns freely and without hesitation.
then, with the belt off, how does that platter rotate when you apply finger pressure for rotation? Stiff, or free to rotate with natural deceleration, as best you can tell?
If it is belt driven and the motor is jerky, it would be a motor issue.
