NR 3008 setup questions

I just purchased and hooked up my Onkyo Nr 3008, but can't seem to find out the following:

1. Is there a way to have an HDMI signal pass through the receiver to the TV without having the receiver on? When my children watch tv, I don't want them to have the receiver on to do so.

2. Is there away to set an input to tell the receiver whether or not it should up scale? Or is HMDI to HMDI automatically passed through the receiver and non HMDI to HDMI gets upscaled?

It’s not real apparent that it’s capable, and the instructions are not very explicit, but the instructions and notes on pg. 65 implies that it does. It appears that the HDMI Control and Power Control need to be “On”.
