Check out this link from Engadet. It is a walk through of information provided 'The Green Button' to get a Cable Labs cable card working in you DIY (non sanctioned) computer.

Traditionally you had to purchase a HTPC from a big name vendor to get encrypted QAM un-encrypted and piped into Microsoft's Media Center. Well look no further.
