DVD tracking/skipping

I just received an inexpensive DVD rec., a CENTRIOS EDW8020.

I haven't tried to record with it but when playing DVDs the screen keeps scrolling down. It looks like a tracking problem that VCRs have but I don't know enough about DVDs to know if this is possible.

Would anyone know if this is something that can be fixed by myself or inexpensively through a repair shop?

Just a guess, but it sounds like the dvd player is sending a progressive scan signal to an interlaced tv. What kind of tv is it?

First try switching the player to interlaced - there will either be a setting in the menu (or button on the remote) or an actual switch on the back of the player.
