If you have to go built in, in walls are a better choice than ceiling for overall sound quality.
In ceilings have a tiny tweeter coverage area (sweet spot)and will work in a theater area for surrounds but for overall SQ,
I would go with in or on-walls.
Is your basement an open 1300 sq ft? Or split up into rooms/ areas?
plan on at least one pair for each area and throw in a subwoofer as well too- you'll need them.
As for the concrete floors.. Recommend some sort of area rugs as the room(s) will likely be very live (tinny sounding due to sound reflections bouncing off those shiny floors)
The receiver(s) will be dependent on how many pairs ( zones) you end up with.
I would recommend one with a powered zone 2 and use a speaker selector that can handle 4 pairs. Parts express has them for 40.00 or so.
Run you're main zone and sub off of main zone and the others off of zone 2.
other subs can be run off the main or by using subs with speaker level inputs/ outputs.
Also volume controls for each zone can help with level matching.
