So I know that when your watching a movie you should have it on to 0db reference level.
but what about when I'm watching Netflix - movie. I'm assume it should be on 0db reference level
but what about Netflix - TV shows? what reference level should I have it on

Assume you mean the Reference Level Offset (RLO)? Try this already?
