    Doubt it is a blown tweeter, as there would be no rise to 10K. It looks to me as if a cap in the crossover is failing and has a lower capacitance than it should. I am pretty sure this is cap failure probably due to aging.

    From what you say, if you think that system is good, you have set a very low bar for good. That is a ceiling system, and so by definition is poor, and background grade at best. If you want quality, you need to start from scratch with two good stereo speakers.
