A resolution!!
So I emailed NBC/Universal about this issue and apparently they're offering replacement discs if you email them at universalcanadahomevideo@nbcuni.com.
Here's the email I sent:

Hi There,
I was told that this was the email address to contact in order to complain about my recent purchase of the Canadian release of The Island on DVD. The jacket clearly states that there's an "English Dolby Digital 5.1 Surround" track on the DVD but as you can see in the screenshot I've attached, it's nowhere to be found. Only French 5.1, English 2.0, and English 2.0 w/ commentary are available. This seems very odd to me considering that the movie was an English release.
If you are not able to send me a replacement movie (The US version would be fine), I'd like to request that my money be refunded immediately.

Hello Dave, thank you very much for your email.
We are aware of the current issue with "The Island" DVD, and are offering replacements.
If you wish to receive a replacement please provide your full name and mailing address and a prepaid envelope will be sent to you ASAP. Please use this prepaid envelope to return only the disc (not packaging).
Replacement discs are scheduled to be available in late February/March 2006, at which time we will be send you your replacement copy however, if discs are available sooner we will be sure to advise you.
We appreciate your patronage and hope that you will continue to enjoy this and other Universal releases.
