I'm looking for some full 7.1 speaker setup recommendations. We have a fairly large room in the basement we are looking to setup. I need to do in wall/ceiling for the surround and rear but not necessarily for the front speakers. I am looking to spend somewhere in the neigborhood of $1200-$1400. What would you buy? Plese pass along your recommendations. Appreciate the help

Here are some home theatre packages from axiom audio. They are 5.1 but you can add a pair of M2's to make it 7.1. They have in wall choices as well.

This is an excellent budget system for HT. Get the 5.1 system, and add two in-ceilings for surrounds. You can mount these speakers on the wall also making them very versatile.
