Anyone had good luck with phono pre-amps under $60.00? What exactly should I be looking for?

I don't know of any under $60 unless you go DIY! Rotel made a good one (maybe still does) that you could probably get used for under $200. I think they were/are around $400 new.
You want an accurate RIAA equalization curve, basically. You probably know this already but for the benefit of others: the ones built into receivers and maybe all but the most high-end prepros these days (if at all) basically suck.

Radio Shack sells phono preamps for under $60. I can't vouch for how good they are however as I have never used one - just know they exist.

The least expensive name brand I know is Parasound PPH 100 for $120. Available at audio advisor. It is small, not bad looking, supports both MM and MC cartridges. It had a hum for a little while but it's gone now. Best of all there is no wall wart like many others.
