I wanted to buy 4 dvds from amazo france, total costing about 65 Euros, shipping 14 Euros.

Should I expect any custom duties etc, ordering this to California USA?

I'd worry more about them not playing due to region coded DVD

I wouldn't worry about that, you can always remove region protection with DVD copying software, and burn a backup disc.

I have ordered several items--dvds, books, cds-- from Amazon.fr and there were no problems with customs duties. In fact, it's just like ordering from Amazon.com. Same applies to Amazon.uk. And I have had good luck ordering from French sellers via ebay and abebooks.com. So knock yourself out; it's a big world once you're code-free.

Mostly under 20 euros, but I did, a couple of years ago, blow 148 euros on a 2-volume "Dictionnaire historique des rues de Paris" ( astounding books!) with no problems or complications. And all the Region 2 DVDs I've bought have played just fine on the modified JVC player I bought from regioncodefreedvd.com. By the way, may I ask what DVDs are you ordering?
